Harris exempt ledger
Every exempt parcel on the 2025 roll, with the record behind each point. A screening aid: a high score is a reason to look, not a finding.
What the codes mean
- Forfeited / Involuntarily ended (FORFEITED / INVOLUNTARILY_ENDED)
- The Comptroller shows the owner lost its right to transact business in Texas. +20.
- SOS inactive (INACTIVE)
- Secretary of State registration inactive, per the Comptroller record. +10 (all 207 INVOLUNTARILY_ENDED rows carry this too).
- Franchise-exempt (FRANCHISE_EXEMPT)
- Not set up for franchise tax (Tax Code ch. 171). The status adds no points; other rules still apply.
- Active / Other entity (ACTIVE / MATCHED_OTHER)
- The Comptroller record is in good standing, or matched a different entity type. No franchise points.
- Ambiguous match / No match (AMBIGUOUS / NO_MATCH)
- The owner name matched several Comptroller records, or none. No franchise points.
- Score colour
- Red and bold from 70, red from 40 to 69, ink below 40. It follows the final score.
- Score band
- The engine's band, set from its score before franchise points are added: High, Partial or Low. So two parcels on the same final score can sit in different bands. A label for sorting, not a finding.
- Check
- Any of: the engine’s own review flag (this can sit on a score of 0); or a parcel that scores above 0 on a weak match, meaning a weak Comptroller match (marked weak, name similarity under 0.9, or 10 or more name hits) or a fuzzy IRS name; or an ambiguous IRS revocation hit in Texas. Pull these first. The slip lists the reason.
- Unconfirmed
- A parcel that scores above 0 on IRS and HCAD records where the Comptroller returned an ambiguous match or no match, and that is not already marked Check.
- blank
- The HCAD 2025 roll has no assessed value for the parcel. Shown blank, never as $0.

Franchise status adds no points for the 110 franchise-exempt owners, so each one was checked for one more free record: an exact-name IRS Pub 78 or EO BMF entry, an IRS revocation, or an HCAD pattern. A record can confirm an organization exists as easily as it raises a question. Secretary of State checks are parked because SOSDirect is a paid lookup.
